Bandits and Criminal Organisations have a Boss. He may also be called a ringleader, warlord, chieftan, etc. Criminal bosses can often be located in a dungeon, while bandit leaders can be found in campss. When you encounter him the text will indicate his status.
Both are effectively treated as lords of their respective place of residence, meaning talking to a boss (if they haven't been provoked yet) will allow you to join them, lay claim to their territory, etc.
