Crossbows can be made from wood or metal (bone?). Wooden crossbows are created at a bowyer's workshop; metal ones at a metalsmith's forge, using the crossbow-making or weaponsmithing skills respectively.
Hunters do use them and they can be assigned to your military. Ammunition dor crossbows are bolts.
