High skills from migrants are due to restarting on a world with a previously abandoned fortress. Effectively Dwarves from your old fortress will sometimes migrate to your new fortress. This is most easily confirmed if Dwarves are given an alternate profession name, which they will keep if migrating from your abandoned fortress to your current one. (Example: 'Miner' Dwarf A 'Legendary Miner' will arrive as Dwarf A 'Legendary miner).
