 Count was finally promoted after 3 years of being past 140 and 30k. He was promoted in the spring after the elven caravan left; Population 216 (200 cap got migrants at 207, oddly) Exported wealth: 54k, Created 2m, Imported 450k. I was also still a city until he got promoted even though I was well past 140 for a while.
