While they're supposedly present in assembly, has anybody managed to actually find a fortress mode embark with gusty wind? Other day-night cycles, such as rivers freezing in the night, are strictly limited to adventure mode, so this might be too.

I would say no. Currently, minor spoilers are used for the caverns, night creatures, the existence of adamantine, and some miscellaneous, like on artifact mechanics, while massive spoilers (there is no in-between) are for the Clowns, their abode, and slab-guarding counterparts. Freezing/thawing ice

Using the weather controls in the arena and spawning water of varying depths, it appears that water that freezes into walls (i.e. 4/7 and deeper) always thaws into 7/7 water, but anything less (3/7 or below) produces the original water level when thawed.

Gusty embarks

Few quick question about DF weather system and its affect on gameplay:
