:I've experienced something similar. Most of the time after they fire a stack of bolts they get grabbed by another soldier/guard to go sparring before they get a chance to grab more bolts. Long term soldiers also get the life doesn't mean much to them anymore thought, which I'm assuming makes them less motivated.
