:Everything that you're describing is textbook of finding such, and has always been dependent, 100%, on finding an underground river/pool.  No river/pool, no TC's or UG shrubs, but both spontaneously generate when you do.  This has been confirmed independently countless times (altho' that's not proof positive, merely "strongly convincing").  Are you using vanilla DF?
