I don't think "he" or "it" can apply to "dwarf or other creature" in every case, but regardless of that, singular "they" is controversial, as you have mentioned. Neither [[DF:MOS|this wiki]] nor [https://en.wikipedia.org/wiki/Wikipedia:Manual_of_Style Wikipedia] seem to take a strong stance on the matter, so in my book, it's a personal preference - it's not right or wrong.
