*Okay, after some arena testing... Marksdwarf decreases reload time for crossbows. It also seems to boost accuracy. Archery seems to boost accuracy, as well, but not as much as Marksdwarf does. I can't tell for damage - I guess that would mainly be up to the material and quality of the bolt.
