Highest social skills, not most friends
"When an election happens, it's usually the dwarf with the most friends who gets elected." -> In DF2012 it seems that it's actually the dwarf with the highest social skills who gets elected. (Thread from Gameplay Questions forum: http://www.bay12forums.com/smf/index.php?topic=104889.0)
