+ | :I currently have a swimming track in v0.40.11 with 9 tiles of water before the first impulse ramp and it works reliably, though the minecart does stall out if it hits a creature along the way. The design, as shown, does not use any track stops; if you built a track stop instead of carving tracks on the start tile then the launch ramp may not be connected, leaving your minecart to stall whenever the initial push wears out.
