Quires can be stocked in libraries by building boxes/bags to store them in. When quires are stocked as writing material in a library scholars and scribes will use them to write original works and copy existing works, respectively. Otherwise, like scrolls and their components, quires are stored as tools in Finished goods stockpiles. Note that a quire with writing counts as non-artifact core quality with an artifact quality decoration; if you regularly create separate artifact and non-artifact stockpiles you may accidentally exclude written-on quires from both.
Dwarves and visitors will read written-on quires in the library.
