The Hammerer is a noble which is supposed to arrive with the Baron. In version 0.31, however, bugs apparently prevent the arrival of any immigrant nobles or the assignment of them from your existing population.
If your sheriff is busy, your jail is full, or a particularly heinous crime is committed, the hammerer would deliver a series of hammerstrikes, most likely leading to death or serious injury for the criminal (most often a random metalsmith who couldn't satisfy a noble's mandate for slade earrings).
Notes in the dwarf entity raws suggest that Toady One plans on making the Hammerer's choice of weapon modifiable in the future.
Toady has fixed the hammerer and made it appointable from the start in the currently unreleased version.
