The chain is constructed under the 'furniture' heading of the metalsmith's forge. It's also 'built' in location the same way a table or door is. However, it's built with the metal crafter skill and is decorated by the 'encrust finished goods' option in the jeweler's workshop. I guess that makes it a finished good.
