It appears to me that if you {forbid} the block or item that a workshop is constructed from, no dwarves will take on the jobs assigned to that workshop.  So a lesson learned- don't bulk-forbid the stone you've used to create your workshops. --jpvlsmv

:This has long been known and is a standard automated response in the forums (or we wish it was automated) - I'm surprised it's not mentioned here, will fix. Worse, if you pause the game, go into z-stocks, forbid all the stone and then go unforbid the workshops before you unpause - you've ''still'' cancelled ''every'' job in every workshop built from that stone.
