I went through the double-slit method last night step by step as listed and experienced no problems with it.  I don't know how constructing walls on a tile a pump is sucking from doesn't work - the constructing wall shouldn't be submerged if the pump is sucking water from it.

40.02: On multi level aquifers the water doesn't seem to get sucked up by the lower aquifer levels. Does anybody else experience the same problem? For me it's the same on multiple embark sites. --Lidi

"The general method still works fine, however, constructing walls on a tile a pump is sucking from does not seem to work, any more (stuck at "nearly done", always "building site submerged"). Thus, on the final level you'll have to build that wall after relocating the pump. Don't forget to build it, though, or there just might be too much water to evaporate once you're finished. Someone please do screenshots etc and so on and stuff."
