I've decided to make three big rooms (15x15) as general meeting halls and bedrooms. Some 40 bed, each its own room encompassing the whole place, 20 tables and chairs and some other stuff to increase value. It seems that the 75% reduction only applies '''once''', as without any addition other than the simple furniture, they're already listed as Modest Quarters and easily upgraded into Grand Rooms. Every added piece, be it cabinet, chest, armor or weapon rack counts for every overlapping room (useful for nobles) and at no point I've seen any dwarf having a bad thought about the rooms overlapping, but many good ones once their value increases.
