The Outpost Manager is an appointed noble position.
If this position is left vacant, the Manager screen at 'u' -> 'm' says "A manager is required to coordinate work orders", which seems to imply that they will not be performed. However, when the position is occupied, the Outpost Manager has not been observed to perform any actions or gain any skills.
