The process for causing a freeze detonation are simple. you genetically modify the HOMEOTHERM of the creature (via the creature_*.txt file - I.E. creature_domestic.txt file for cats) to a ridiculously low number, such as 1. for best results, splice in the gene for [SEVERONBREAKS] so that the creature detonates on death, which will occur instantly.

As an alternative means of invoking freeze detonation, Changing the genetic structure to where the cats require a higher temperature than their natural body heat produces will, in effect, cause the cats to freeze to death unless they are on fire (and possibly even then). The corresponding genetic data to modify is the [COLDDAM_POINT] tag, setting it to at least 10071 (noting that 10070 is their standard temperature). Unlike the old method above, this will affect the entire cat population instead of future populations on the resistant species.
