I don't know if it's a coincidence or not, but it would see reasonable to me that the position would only open up when it's needed. Other users have reported that their militaries fare better if they remove the arsenal dwarf from the raws altogether. The need for an arsenal dwarf doesn't seem to be hardcoded so the military will always gather their own equipment if you leave him out.
