:::I can confirm other dwarves can diagnose. The chief medical dwarf however gives more detailed health screen information if his skill is higher. A novice will tell you who has broken tissue or is starving/dehydrated, for instance, but one with a higher skill level will even tell you if a dwarf is feeling peckish (chef medical dwarf?).
