I know that ponds marked "Murky Pools" do refill naturally. It happens for me when the snow melts after winter and the frozen ponds thaw out. :Actually it just occured to me that this might be caused by the top layer of the pool still having some water in it, less than full, which turns into an ice block when it gets too cold. Then when it thaws it doesn't save the water level information from the tile pre-freeze.
