With some fiddling I think it should be possible to adapt this concept to make a cistern of any size and height that retains the property of natural flowing water which is very useful if you have complex water projects in mind. :I've observed this as well, but I've also observed that if you drain that area and refill it, it tends to lose all of its flow.
