I've noticed that neither a screwpump nor a windmill are being built - the building just sits there saying 'Awaiting architect' in its default initial screen no matter how many architects I have designated. I'm not sure what might be causing this. :As far as I can tell in 0.31.03, Architects will only design a building if they're allowed to manipulate the materials assigned to build it. I've been building Supports out of wood, but my Architect/Mason won't design the them unless I turn Carpentry on for him. I'm going to have to test this further to see if it's a bug or feature or whatever.
