Who exactly can get Citizenship[edit]

Mercenary Citizens[edit]
They are a real thing. I took some screenshots, but can't upload them as I just created my account.
First, instead of the visitor coming to relax, the visitor has come seeking work as a mercenary. Then, the petition is for the purpose of soldiering.
