After the bodies start falling, and sometimes even before, citizens will run like madmen right into the middle of a [[combat]] situation.  We'd like to think of it as natural selection, but unfortunately all dwarves are just that stupid. The simplest way to deal with this problem is to confine your civilians to a [[burrow]] using a [[civilian alert]].
