Steam saves don't seem to contain a raw folder

Indeed. With the introduction of the new mod system saves no longer include raw data. Now the game use data/vanilla and data/installed_mods to load raws for associated mods. If we know how saves stores the list of mods used it could be much easier to update things. --Jan (talk) 01:01, 5 January 2023 (UTC)
