Gem Cutting skill governs the speed of cutting Rough Gems into Cut Gems. The skill doesn't affect any "gem quality", though it presumably increases the chance of creating a Large Gem. Large Gems count as Finished Goods and are worth twice as much as a normal Cut Gem.
