Did some testing on a world in 50.03, and by setting the land holder + all economy trigger numbers to 1, my test fortress was eventually escalated to a barony and then a county the caravan after. The civ was unable to found new hillocks nearby due to the terrain requirement, and yet the nobility still happened.
