A Magma Smelter needs to be made of fire-safe materials, and needs to be placed with at least one of the 8 outer tiles of the smelter one z-level directly above a magma flow.
For the magma smelter to accept smelting jobs, the magma flow underneath needs to have at least "4/7" magma within one of the tiles under the magma smelter. The circle-like tile at the top of the smelter will turn red when there is sufficient magma flow, or grey if there is insufficient magma. Note that the magma does not need to be "flowing", but does need to be connected to the main magma flow, or else it will cool down and turn into obsidian.
