Two dwarves can get married if they are of the opposite gender. Instantly after marriage those dwarves usually make a wedding party, if there is an available room, such as a statue garden.
In the Relationships screen (v,p,z,r), Husband or Wife tops the list, coming above their deity.
Married dwarves can produce babies, they also sleep together - only one bed needs to be assigned for pair.
It appears that in DF2010, marriages are sometimes held off until springtime; I had two marriages on the first day of my fortress' second spring, and none before that point.
