Justice is available in the game once a Template:L or Template:L has been appointed through the Template:L screen, and is used to deal with dwarves breaking mandates, breaking furniture, starting fights, etc. The dwarven justice screen shows details of crimes and punishments available through z.
Punishments
The punishment for a crime, or series of crimes, will be issued by a member of the Sheriff or Captain of the Guard's Squad. If cages or chains have been set up imprisonment is allowed, but the normal punishment is a beating. Beatings or incarceration will give a dwarf an unhappy thought. Note that it is usually not a good idea train this squad to physical perfection and equip them with adamantine weapons if you want your dwarves to survive the beating. Adamantine hammers, on the other hand, are a good choice, as the guards might as well assault the criminal with an overfluffed pillow.
Cages and Chains
Metal cages and chains can be built and designated for justice (q->j), where dwarves can be imprisoned for a time as part of their punishment. Depending on how strong the imprisoned dwarf is, it may be possible for them to escape from their incarceration.
