This could be arranged much more compactly in the y- coordinate if one didn't mind the control gear in the reactor being submerged, but that would also require redesigning the gear layer of the repeater so that gears are only on top of the dark green pump areas. Unfortunately, the two pumps in the reactor still can't be unified in any design where you have an axle going down. I didn't bother placing access paths on this plan, obviously.
