Gather plants is a designation that sets up jobs to harvest wild plants, also known as shrubs. You assign dwarves to gather plants by the designate -> gather plants menu, then selecting the opposites corners of a square within which all harvestable plants will be designated.
Gathering plants uses the herbalist skill. It is less efficent than Farming, though it is the only way to get the following plants (aside from trading):
