The Mayor can sometimes receive "requests" from a Guild. This will show up in your announcements as "(Name), Mayor has taken a request from the (Profession) Guild." shortly followed by "(Name), Mayor has mandated that certain jobs be completed." Afterwards, the little bastard will have "Complete (Profession) Guild Jobs (x/y)" in his mandates. You must now have your dwarves fulfil x jobs using the profession of the guild.
