Cheese makers turn Cow milk, Camel milk and Dwarven milk) into cheese at the farmer's workshop.
Cheese Making is a skill separate from Processing Food and has to be enabled for this.
Dwarves will not turn milk into cheese unless you allow milk to be cooked in the z-status kitchen subscreen.
