Dwarven Sugar is a cookable item made by milling sweet pods. Only one unit of dwarven sugar is made from each unit of sweet pods. It is not eaten raw, but used as an ingredient in cooking. Unless you have dwarves that specifically prefer to consume dwarven sugar, it is generally more efficient to process sweet pods into dwarven syrup instead, as a single sweet pod produces 5 units of syrup as opposed to a single unit of sugar.
