Mandates
Bismuth items (not bismuth bronze, but bismuth itself) can be mandated. Obviously this mandate can only be fulfilled by smelting bismuthinite. - My tax collector just mandated three bismuth items. My first thought: It's winter and I don't have any bismuth, so getting any would be impossible.
