Drunks are found in Adventure Mode only. Drunks are Template:Ls who believe themselves to be Template:L, and spend much of their time consuming copious amounts of Template:L and going on great Template:Ls.
Drunks can be found in any Template:L town's inn, and in older versions, would always join an Template:L if asked. As of 0.28.181.39e, however, a drunk is not guaranteed to join your party. They are prized for their ability to tie up large crowds of Template:Ls (or lone dangerous ones) and take the brunt of their Template:Ls while the adventurer and his more skilled cohorts move in for precision strikes.
According to http://www.bay12games.com/dwarves/dev_bloat_351-400.html Bloat373, a specific entity member being a drunk or not is based on his Template:L. This could mean one could increase or reduce the number of drunks in an entity with proper modding.
