Turtles exist on most maps, and wander in water sources, and along shoreline areas as well. They must be processed at a fishery by someone with the fish cleaning skill before they can be consumed; after consumption they leave behind a turtle shell and turtle bones. Like most fish, they can be harvested too aggressively, and become depleted until the next repopulating of vermin.
If your dwarves are not eating your turtles fast enough for your preferences you can always delegate them to a dedicated stockpile in a sealed room, and remove the stockpile and lock the door to let them rot away.
