Currently export of bolts is prohibited; I was smug and exported some arrows that obviously none of my dwarves made. :You get this message when one of your nobles gave a mandate, it failed but you didn't have dwarves with the right job enabled. For example, if your broker ask for a gem and you have no gemcutters around until the mandate end, he'll have nobody to properly punish. You get this message when one of your nobles gave a mandate, it failed but you didn't have dwarves with the right job enabled. For example, if your broker ask for a gem and you have no gemcutters around until the mandate end, he'll have nobody to properly punish.
