The captain of the guard is a squad leader: as soon as the position is available, a "captain of the guard" squad (with no members yet assigned) will appear at the head of the squadron list. A captain of the guard can be assigned both through the nobles screen and through the military screen, by creating the squad and appointing a dwarf to the first position.
