This occurs when a dwarf is moving an item and the path between the dwarf and stockpile or garbage dump is suddenly blocked, or forbidden by "Dwarves Stay Inside" order; for instance, the stockpile is in a room, and you lock all the doors.

This also occurs (repeatedly) if a dwarf accepts an automatic hauling job that is forbidden by his assigned [[burrow]]. For example, finishing off a barrel of brew leaves the dwarf with an empty barrel automatically hauled in inventory. If a suitable "empty barrel" stockpile is not available in the dwarf's burrow, the dwarf will continually spam error messages until you remove him from the burrow or manually [[forbid]] the hauled item.
