I've thought of using this type of repeater myself, but I found that getting power to all the pumps was annoyingly wasteful. Not impossible, but a lot of gears and axles are required. There's also the problem that the signal causes something to open once every N steps, and remain closed the rest of the time, when often the opposite would be much simpler.

Minor points: [[User:MrFake|link title]] produces a link title without the little arrow which means "this is a link to a page outside this wiki" (example). Also, check out Template:Diagram. It would have saved me a lot of time if I had known about it sooner.
