Just how do dwarfs fish anyway? they do not require graphite or wood for fishing poles, nor do they use thread as line, and fishing doesn't require spears or spear use, even though it would make sense for it to do so.. I think what they do, and this explains why some dwarfs find themselves as snacks instead of snackers is that they noodle for them or hand catch them. They stand on the edge of the stream, stick their arms in some aquatic creature's hole in the mud and wiggle their fingers until something chomps them, whereupon said dwarf flails the thing onto the shore where it lets go in favor of trying to breathe.
