If your sheriff is busy, your jail is full, or a particularly heinous crime is committed, the hammerer delivers a series of hammerstrikes, most likely leading to death or serious injury for the criminal (most often a random metalsmith who couldn't satisfy a noble's mandate for adamantine earrings).
The raws suggest that the Hammerer's choice of weapon can be modified.
The hammerer is appointable from the start of the game.
In order for the hammerer to execute criminals, you must have an available chain in your jail - a cage cannot be used.
