If your sheriff is busy, your jail is full, or a particularly heinous crime is committed, the hammerer would deliver a series of hammerstrikes, most likely leading to death or serious injury for the criminal (most often a random metalsmith who couldn't satisfy a noble's mandate for slade earrings).
The raws suggest that the Hammerer's choice of weapon can be modified.
Toady has fixed the hammerer and made it appointable from the start in the currently version.
