The Mayor can sometimes receive "requests" from a Guild. This will show up in your announcements as "(Name), Mayor has taken a request from the (Profession) Guild." shortly followed by "(Name), Mayor has mandated that certain jobs be completed." Afterwards, the little bastard will have "Complete (Profession) Guild Jobs (x/y)" in his mandates. You must now have your dwarves fulfil x jobs using the profession of the guild. The mayor will receive a request from a Guild if a worker who has a profession wants to complain about the lack of jobs, but can't get a meeting with the mayor for a long time.
