Hemp is an aboveground crop. Sadly it is not yet possible to make use of the plants buds for dwarven consumption. They are, although, processable at a farmer's workshop to produce hemp plant fiber thread, they can also be [millstone|milled] into flour. They are, ironically, the only millable plant that can be stored in containers made from itself.
