Military Tactics is a military skill first introduced in 0.31.14.

Before version 0.44.06, it only affected worldgen battles, giving the side with the better tactician a better chance of victory. However, the skill was given a purpose outside of worldgen after the release of version 0.44.06, in which pillaging and razing were added. The skill gives your dwarves a higher chance of success when pillaging/razing other civilizations sites, proportionate to your most skilled tactician's skill in Military Tactics.
